A parliamentary committee on religious affairs voiced its displeasure with current arrangements for the annual delegation visiting the Roza-e-Rasool (PBUH) and demanded improved protocols. The National Assembly’s Standing Committee on Religious Affairs and Inter-Faith Harmony, chaired by Ms. Shagufta Jumani, stressed the delegation’s prompt arrival at Roza-e-Rasool (PBUH) on 12th Rabi-ul-Awal, given the occasion’s religious importance.
The committee advocated for treating the delegation as state guests, reflecting Pakistan’s respect during this sacred journey. They suggested the Ministry of Religious Affairs consult with Saudi Arabian authorities to secure an official invitation from the Saudi government. To streamline the process and address systemic issues, the committee also called for a thorough review of the Standard Operating Procedures (SOPs) for the annual visit. A sub-committee was formed to revise the SOPs and present recommendations to the Standing Committee.
The committee also addressed the National Commission for Minorities Rights Bill, 2025, previously passed by both houses of Parliament but returned without presidential assent. The Minister of State informed the committee that the bill would be presented in the upcoming joint parliamentary session. Satisfied with this assurance, the committee decided against repassing the bill separately in the National Assembly.
Discussions also focused on the Zaireen (religious tourist) Policy, with emphasis on assisting those traveling both within Pakistan and internationally. The chairperson stressed the importance of including the traditional role of Salaars (guides) in the policy framework. Public awareness campaigns were also proposed to educate pilgrims on travel procedures, religious customs, and safety precautions.
The committee advised the Ministry to develop a subsidy package for Zaireen, similar to the one for Hajj pilgrims, potentially reducing expenses by USD 50. They also recommended establishing direct flights from Karachi to Najaf Shareef for the many Zaireen traveling to Iraq and setting up permanent facilitation desks at major airports for year-round assistance. The restoration of Pakistan Houses in Makkah and Madinah was also urged, along with a proposal to engage multiple companies for their management to improve efficiency and service quality. The meeting was attended by several members of the National Assembly, the Minister of State, and officials from the Ministry of Religious Affairs and Inter-Faith Harmony.
