Senate Panel Clears Contentious Education Reform Bill

The Senate Standing Committee on Federal Education and Professional Training has approved a controversial education reform bill, sparking debate over cultural sensitivities and reproductive health education. The ‘Federal Supervision of Curricula, Textbooks, and Maintenance of Standards of Education (Amendment) Bill 2024′ passed with a six-to-two vote on Friday, chaired by Senator Bushra Anjum Butt. The legislation aims to improve the quality, accessibility, and inclusivity of the nation’s learning systems.

The bill includes provisions for age-appropriate reproductive health education with parental involvement, a point of contention for opposing senators Kamran Murtaza and Falak Naz. Supporters, including Senators Afnan Ullah Khan, Syed Masroor Ahsan, Ashraf Ali Jatoi, Fawzia Arshad, and Rahat Jamali, advocated for the changes. Senator Khalida Ateeb suggested limiting implementation to secondary school.

The committee also tackled various other educational matters. Members received updates on the Bahauddin Zakariya University law students’ academic transition issues, with officials assuring that examinations would restart by September 1. Senator Butt emphasized the committee’s commitment to supporting the affected pupils.

Discussions on disability inclusion in Islamabad Capital Territory’s private institutions resulted in recommendations for improved infrastructure, accessible transport, and hearing support. Senator Butt proposed integrating mandatory hearing tests into newborn vaccination records for early detection, requesting a joint action plan from the Health and Education Ministries.

The School Milk Program was scrutinized, with members raising concerns about sugar content, lactose intolerance, and delivery tracking. A thorough assessment of its nutritional effects and sustainability was requested. Authorities cited positive outcomes in pilot locations.

Finally, the committee addressed ongoing administrative difficulties at federal universities, such as the Federal Urdu University, and recommended a standardized governance structure to enhance coordination and administration. Federal Minister for Education, the ministry’s secretary, and senior officers, alongside Senators Sarmad Ali, attended the meeting.
