Japan Boosts Pakistan’s Public Administration With $2.7 Million Grant

Japan has pledged a substantial grant of approximately 379 million Japanese Yen (around $2.7 million USD) to bolster Pakistan’s human resource development through the Project for Human Resource Development Scholarship (JDS) for the fiscal year 2025.

The agreement, solidifying Japan”s dedication to fortifying Pakistan”s administrative capabilities, was formalized in Islamabad. High-ranking officials from both nations, including Japanese Ambassador AKAMATSU Shuichi and Dr. Kazim Niaz, Secretary of Pakistan”s Ministry of Economic Affairs, participated in the signing ceremony. A separate grant agreement, detailing the project”s execution, was also inked by JICA Chief Representative Naoaki Miyata and Miran Mohiyuddin Soomro, Joint Secretary, Ministry of Economic Affairs.

Initiated in 2018, the JDS program enables talented Pakistani government officials to pursue postgraduate degrees at prestigious Japanese universities. The program targets officers involved in formulating and executing socioeconomic strategies.

JICA has already sponsored over 100 Pakistani officials through the JDS initiative, with close to 70 graduates returning to apply their enhanced expertise in Pakistan. Key study areas encompass public administration and finance, industrial advancement and investment atmosphere, energy strategy and climate change mitigation, and agribusiness and nutritional security.

Ambassador AKAMATSU underscored Japan”s recognition of the critical role of human capital cultivation in Pakistan, emphasizing the need for a robust and responsible public administration. He highlighted the program”s significance in equipping young civil servants to tackle Pakistan”s multifaceted developmental hurdles.

MIYATA echoed this sentiment, emphasizing the JDS program”s substantial contribution to workforce enhancement in Pakistan. He expressed confidence that JDS scholars will assume critical leadership positions within the Pakistani government, fostering national progress and citizen welfare, further solidifying the robust bond between Japan and Pakistan.
