The federal administration clarified that the recently renamed Federal Constabulary (FC), formerly the Frontier Constabulary, is not a national police organization. Officials emphasized that the restructuring focuses solely on improving the force’s framework and operational abilities.

At a press briefing, Interior State Minister Talal Chaudhry, accompanied by FC Commandant Riaz Nazir Gara, stressed the FC’s fundamental role remains unaltered despite the new title. “It’s the Federal Constabulary – FC will remain FC,” Chaudhry stated, dismissing any comparison to a federal police entity.

President Asif Ali Zardari enacted the Frontier Constabulary (Re-organisation) Ordinance, 2025, officially renaming and reshaping the force. Previously under the Frontier Constabulary Act, 1915, the FC reported to the central administration from its Peshawar headquarters.

The minister described the restructuring as a modernization endeavor, aligning the FC with agencies like the Rangers and police. “New divisions will be established, and individuals will be recruited nationally,” he explained, confirming the FC will remain under federal oversight.

Implemented via presidential order due to parliament’s recess, the reorganization will later be presented to parliament, Chaudhry assured. Provincial authorities will define the FC’s jurisdiction.

Commandant Gara outlined the new 41-wing structure: 36 wings within the Security Division, comprised of current personnel, and a six-wing Federal Reserve Division for riot support and vital asset protection. This aims to “improve command, meet operational needs, and boost morale,” Gara said.

The Federal Reserve Division will represent national diversity with personnel quotas for each province and territory. The FC’s authority will derive from existing laws like the Code of Criminal Procedure, 1898, Anti-Terrorism Act, 1997, and Police Order, 2002. The central administration can grant police authority to any FC member, and regional headquarters may be formed for effective administration.
