Chairman of the Nizam-e-Mustafa Party, Dr. Haji Muhammad Hanif Tayyab, emphasized that under Section 295-C of Pakistan’s Penal Code, blasphemy against the Prophet Muhammad is punishable by death. This punishment applies to any form of disrespect, whether through spoken words, physical actions, or symbolic gestures. He stressed the importance of educating the public, especially the youth, about the legislation pertaining to the finality of Prophethood and the protection of the honor of the Holy Prophet.

Dr. Tayyab referred to a 1986 National Assembly bill that proposed life imprisonment for blasphemy. As the then Minister of Petroleum, after reviewing the proposed legislation, he consulted with religious scholars Sheikh-ul-Hadith Allama Abdul Mustafa Al-Azhari and Allama Syed Shah Turab-ul-Haq Qadri. They advocated for the death penalty in blasphemy cases. Following this consultation, he expressed his concerns about the inadequacy of the bill to the then Law Minister, Mir Nawaz Khan Marwat.

Upon learning of Dr. Tayyab’s discussion with the religious scholars, Law Minister Mir Nawaz Khan Marwat immediately withdrew the bill for reconsideration. Subsequently, revised legislation, incorporating the death penalty, was reintroduced. Dr. Tayyab credited this amendment to the efforts of six members of the Nizam-e-Mustafa group, including himself, the aforementioned scholars, Muhammad Usman Khan Noori, Baji Qamar un Nisa Qamar, and Sahibzada Muhammad Ahmad Naqshbandi. He also commended the role of Mir Nawaz Khan Marwat, who withdrew and revised the bill based on their input.

Dr. Tayyab concluded by emphasizing the collective responsibility of the administration, lawmakers, religious leaders, and citizens to uphold Pakistani law, which is rooted in the Constitution, the Quran, and Sunnah.
