SHC seeks undertaking to implement reforms in Karachi intermediate board

A double bench of Sindh High Court (SHC) of Justice Salahuddin Panhwar and Justice Omer Siyal on a petition filed with the legal assistance of Pasban Democratic Party (PDP) for implementing reforms in the Karachi Intermediate Board here Thursday asked the defendants to submit undertaking about the implementation of the suggestions of fact finding committee and adjourned the case till September 9.

According to a press release issued today, a constitutional petition (P3465/2024) was filed by Usaid Ahmed through Advocate Khurram Lakhani against the province of Sindh and others to get implemented the recommendations of a fact finding committee formed after gross mismanagement in the examinations held by the Board of Intermediate Karachi in the year 202223.

The petitioner had submitted that the students who had appeared in the examination firstly faced the problem of shortage of textbooks in market; secondly the exams were taken in the haphazard way all the student who were taken examination were mentally tortured due to the mismanagement of the BIEK. The students also saw that examination papers which were set by the examiner were extraordinarily lengthy and outofsyllabus that could not be covered within the given time.

The petitioner said that after the examination when the result was announced of HSC Part1 PreMedical, Pre Engineering, General Science, the students were shocked to see the poor result, and a great number of students failed in the examination due to the reason of significant change in the syllabus and delayed availability of textbook and that the optional subject were lengthy that could not be completed with allotted time.

Due to the great concerns of the students and parents, the then caretaker Chief Minister was kind enough to formulate a committee comprising renowned educationist namely Dr. Saroosh H. Lodhi (Vice Chancellor NED University. He as the conveyor of factfinding committee sent a report along with a note for controlling authority that was duly approved by the caretaker chief minister in capacity as a minister Incharge/ Controlling Authority of Education Board, whereby he had passed the orders to implement the recommendation on Inquiry Committee.

The committee after its probe had found that the students were not provided the appropriate time for preparation due to significant change in the syllabus, delayed availability of syllabus and other factors.

The committe had suggested many recommendations that were sadly not implemented by the government. The petitioner had prayed the court to pass order to the respondents to fulfill the recommendations of committee, which was constituted by the Government of Sindh; to direct to remove Muhammad Shaheer Waqar from the position as recommended by the committee; to direct to remove the Deputy Controller of Examination Ms. Zareena Sharif from its position as recommended by Committee; to direct to avoid awarding the post to the blueeyed people on ad hoc basis, and to award any other relief deemed fit and proper in the circumstances of the case.

The SHC bench during the hearing asked the lawyer of the defendant to file an undertaking that the recommendations of the committee would be implemented and adjourned the case for September 9.

Later, talking to media outside the court premises, Pasban Democratic Party (PDP) Chairman expressed hope that the recommendations of the governmentformed committee would be implemented and it would be a great relief for students and parents. He said the PDP is determined to raise the issues of the common man at every forum.
