The Senate Standing Committee on Information and Broadcasting convened on Wednesday to address critical issues impacting the media landscape, including alleged misuse of the Prevention of Electronic Crimes Act (PECA), the precarious financial state of Pakistan Television (PTV), and the proliferation of unethical advertisements.
Senator Ali Zafar, the committee’s chair, led discussions on a range of legislative proposals, including the Prohibition of Unethical Advertisements Act, 2025, and the Right of Access to Information (Amendment) Bill, 2023. The committee also delved into the operational and financial challenges facing state broadcasters PTV and Radio Pakistan.
Concerns arose regarding the rise of gambling, alcohol, and inappropriate attire promotions on television and online platforms. Senator Afnan Ullah cited examples like betting advertisements during cricket matches and alcohol depictions in dramas. Senator Sarmad Ali suggested regulatory measures by the Pakistan Telecommunication Authority (PTA) and religious bodies, along with the establishment of a content oversight entity.
Debate ensued on the effectiveness of existing regulations, with Senator Pervaiz Rashid questioning the deterrent effect of penalties. He cautioned against excessive regulation of social customs, especially clothing, while Senator Afnan clarified the legislation’s intent. The committee agreed to vote on the bill, seeking a balanced approach that avoids excessive restrictions and unnecessary law enforcement involvement.
The committee also examined transparency issues in government data access. Senator Zarqa Suharwardy Taimur highlighted the problem of incomplete or selective information provided by government entities. Senator Ali Zafar backed the need for written justifications for denials and advocated for the Information Commissioner’s input.
Discussion shifted to the cinema sector, with ministry representatives clarifying the dual federal and provincial censor board structure. Senator Pervaiz Rashid linked low film production to a shortage of screening facilities and advocated for government investment in cinemas and film financing.
PTV’s financial woes came under scrutiny. Officials revealed the exhaustion of the Rs. 11 billion annual budget, with Rs. 8.5 billion allocated to salaries. Senator Ali Zafar questioned reported salary disbursements versus the reality on the ground, demanding future briefings on sustainable reforms. With 3,507 regular staff, the committee requested employment data from the last five years. Senator Sarmad Ali expressed concern about recurring losses and the possibility of privatization.
Senator Waqar Mehdi raised the issue of illegal occupation and electricity theft at Radio Pakistan buildings in Karachi. He called for inspections of Radio Pakistan properties nationwide to assess their status and prevent further encroachments.
Finally, the committee addressed PECA cases against journalists and online activists. Senator Ali Zafar noted the Ministry of Information’s failure to provide a report and the lack of response from the Ministry of Interior. The committee will summon the Interior Secretary to the next meeting.
The meeting was attended by several senators, including Pervaiz Rashid, Sarmad Ali, Jan Muhammad, Syed Waqar Mehdi, and Dr. Zarqa Suharwardy Taimur, along with officials from the Ministry of Information and Broadcasting and related departments.
