The Senate Functional Committee on Human Rights has demanded urgent action following the tragic drowning of 13 tourists in Swat and the murder of 17-year-old Sana Yousaf in Islamabad, highlighting serious concerns over public safety and legal loopholes.

The committee, chaired by Senator Samina Mumtaz Zehri, condemned the lack of preparedness that led to the Swat drownings, despite weather warnings. The absence of rescue resources and trained personnel was severely criticized. The panel questioned the coordination among local authorities, emergency services, and riverside businesses.

The committee also addressed the Sana Yousaf case, commending the Islamabad Police”s rapid arrest and evidence gathering. However, senators expressed worry over persistent prosecution flaws that allow offenders to evade justice. Senator Irfan Siddiqui emphasized the need for improved coordination between investigators and prosecutors to ensure robust legal proceedings. Sana Yousaf”s mother, present at the session, conveyed satisfaction with the police investigation. Chairperson Zehri echoed this sentiment while mourning the teenager’s passing.

The senators demanded that riverside establishments implement safety measures, including barriers, protocols, and warning systems. A follow-up review of compliance and accountability is scheduled.

The committee further reviewed the National Commission on the Rights of the Child (Amendment) Bill 2023 and the ICT Rights of Persons with Disability Bill 2024. The concerned ministry was instructed to finalize consultations and present both bills by July 14th, with no further postponements permitted. The committee emphasized that oversight of disability rights should remain with ICT officials and child rights organizations must operate with clear authority. The committee reaffirmed its dedication to protecting vulnerable populations and stressed the urgent need for timely, coordinated, and responsible administration to avert future tragedies.
