The Election Commission of Pakistan (ECP) has given a deadline of August 29, 2025, for all political groups to submit their complete financial records for the 2024-2025 fiscal year. The mandate comes under the Elections Act, 2017, requiring parties to disclose their financial standings within 60 days of the fiscal year”s end on June 30.
Sections 204 and 210 of the Elections Act, along with Rules 159 and 160 of the Election Rules, 2017, obligate parties to present an audited financial summary. The report, using Form-D, must include details of yearly income and expenses, funding origins, and a comprehensive inventory of assets and debts. An audit report from a Chartered Accountant and a signed certificate from a designated party official must accompany the statement.
The certificate must confirm the legitimacy of the funds, the accuracy of the party”s financial representation, and the truthfulness of the disclosed data. Form-D and source-of-funds templates are available without charge at the ECP”s Islamabad headquarters and provincial offices in Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan, as well as on the ECP”s website.
Political organizations are advised to submit clean documents and include a current membership and renewal certificate from the Institute of Chartered Accountants of Pakistan (ICAP) for their auditor. Copies of all bank records from July 1, 2024, to June 30, 2025, must also be included. The ECP requires an authorized representative to deliver the statement in person to the Secretary of the Election Commission of Pakistan.
Postal, fax, courier, or other delivery methods will not be permitted. The ECP stressed the importance of complying with these instructions, warning of penalties for non-compliance under the Elections Act.
